Dean's Fellowships 2001-2002


NEW FELLOWSHIP PROGRAMS

Two new fellowships have been established by the Dean of the Graduate Division for the 2001-2002 academic year.

  • The Dean's Normative Time Fellowship (DNTF)
  • Competitive Fellowships

These fellowships are intended to enable students in most humanities and social sciences departments as well as some professional schools to make timely progress in completing their doctoral degree requirements. The program is effective June 1, 2001.

I. THE DEAN'S NORMATIVE TIME FELLOWSHIP (DNTF)

Each major has an established normative time by which students should take and pass the Qualifying Examination and be advanced to candidacy.

  • Doctoral students who are advanced by this benchmark will be eligible for two semesters of stipend and fees.
  • Students who are advanced within the following year will be eligible for one semester of stipend and fees. These students will also be eligible to apply for a Competitive Fellowship (see below).
  • Students who are advanced more than one year after the normative time will only be eligible to apply for a Competitive Fellowship (see below).

Stipend and Fees

  • 2 semesters = $14,000 plus fees
  • 1 semester = $7,000 plus fees
  • Fees will include nonresident tuition for international students

Example. If your major's normative time to passing the QE and being advanced to candidacy is 6 semesters:

Policies and Procedures for the Dean's Normative Time Fellowships

Conditions

  • Fellowships may be used during any semester within the remaining Normative Time established for the major.
  • No university employment during the semester(s) the student receives the fellowship.
  • Students must be registered by university deadlines in the semester(s) they intend to receive this fellowship. Since the DNTF pays for fees, this means that students are responsible for enrolling in 8 units and removing any blocks they might have.

Eligibility

  • Students must be advanced to candidacy after May 31, 2001.
  • The application for Advancement to Doctoral Candidacy must be filed in Graduate Division within the required semester for completing this benchmark as established by their disciplines.
  • Eligibility is based on the date of filing the Advancement Form in the Graduate Division, not on the date the Qualifying Examination was passed.
  • Students should be in good academic standing with a minimum 3.0 GPA.

Registration and Approved Withdrawals for DNTF Purposes

  • Up to two semesters of withdrawal for documented non-academic reasons (such as health or parental leave) will not count in calculating a student's eligibility.
  • A withdrawal for research or other academic purposes will count in accrued time.
  • If no withdrawal form is filed, the interim semesters will count in accrued time.
  • Retroactive withdrawals will not be permitted for purposes of the calculation of Normative Time. Effective Fall 2001, withdrawal forms will need to be filed. Since this program is new, Graduate Division will not require forms for withdrawals that occurred prior to Fall 2001.

Administrative Procedures

  • Once a student's application for advancement has been processed, a DNTF Activation Form will be included in the packet of materials sent to the student by Graduate Division.
  • Students should discuss their plans for using the award with their major departmental adviser and, if they have multi-year awards, with the Graduate Fellowships staff.

Requests for Changes in Established Normative Times

  • A Graduate Council committee has been appointed to review departmental requests for changes in their Time to the Qualifying Examination and Advancement to Candidacy as well as their total Normative Time.
  • The department must submit a request detailing the rationale for the change. Since speeding the time to degree is a major reason for this fellowship, the argument must be compelling. Departments should present information from competitive programs as part of their request. An important consideration will be the time of advancement to candidacy and the time to degree in other competitive programs. This information is publicly available.

Requests to Change from the Block Grant Category to the DNTF

  • Departments may present requests, with justification, and the Graduate Council's subcommittee will advise and make recommendations to the Dean of the Graduate Division.

Transition Issues

Regrettably, there are a large number of students who fall under the old Normative Time Award (NTGA) initiated in Fall 2000. Due to Graduate Division's limited resources, students who were advanced to candidacy prior to June I, 2001 will not be eligible for the new fellowships.

  • Students who have already filed for advancement to candidacy with the Graduate Division will still receive their Normative Time Grant Award (NTGA).
  • Students who have received an NTGA offer letter, but have not activated their award yet, cannot change to the DNTF.
  • Students who have activated the NTGA cannot change to the DNTF.

II. COMPETITIVE FELLOWSHIPS

Dean's Academic Progress Fellowship for 2001 and 2002

Continuing students who have not yet been advanced to candidacy may apply for a one-semester fellowship of $6,500 plus fees (and nonresident tuition for international students only).

This fellowship will:

  • Provide financial assistance to students in the semester prior to taking the Qualifying Exam (QE).
  • Enable students to make timely academic progress and to complete their degree requirements within normative time.
  • Assist students who have not received multi-year fellowship funding.

Eligible Students

  • Will take the (QE) in the spring, summer, or fall semesters 2002. (Student will receive the award in the semester prior to taking the QE.)
  • Were not awarded a multi-year fellowship by the University or extramural agencies.
  • Cannot be employed during the semester of the fellowship.
  • Students should be in good academic standing with a minimum 3.0 GPA.
  • Must register and enroll in eight units in the semester of the fellowship.
  • Must complete the Free Application to Federal Student Aid (FAFSA) in the academic year of the fellowship. (International students must complete Graduate Division's financial statement.)

Process

  • Complete the "Dean's Academic Progress Fellowship" application available in the Graduate Fellowships Office at 318 Sproul Hall after September 1, 2001.
  • Provide a personal statement that addresses academic progress to date, and how this fellowship will help speed "time-to-degree."
  • Submit in a sealed envelope a statement from your academic adviser supporting progress and goals for the future.
  • Submit an unofficial transcript.
  • Return all application materials to the Graduate Fellowship Office, 318 Sproul Hall by 4:00 p.m., Monday, October I, 2001.

Dean's Dissertation Fellowship

Students who have been advanced to candidacy after May 31, 2001, and did not receive the two-semester Dean's Normative Time Fellowship, may apply for the one-semester Dean's Dissertation Fellowship of $7,000 plus fees (and nonresident tuition for international students) for dissertation work. Those students who received the one-semester Dean's Normative Time Fellowship, or those who have not received either Dean's Normative Time Fellowship, are eligible to apply.

This fellowship will:

  • Provide funding that will assist students in completing their dissertation.
  • Enable students to make timely academic progress and to complete their degree requirements within normative time.

Eligible Students

  • Will be advanced to candidacy after May 31, 2001.
  • Did not receive the two-semester Dean's Normative Time Fellowship.
  • Must be working on the dissertation.
  • Will receive priority if they have not been awarded a post QE (multi-year) fellowship.
  • Cannot be employed during the semester of the fellowship.
  • Students should be in good academic standing with a minimum 3.0 GPA.
  • Must register and enroll in eight units in the semester of the fellowship.
  • Must complete the Free Application to Federal Student Aid (FAFSA) in the academic year of the fellowship. (International students must complete Graduate Division's financial statement.)

Process

  • Complete the "Dean's Dissertation Fellowship" application available in the Graduate Fellowships Office, 318 Sproul Hall after September 1, 2001.
